Our response to the government’s call for evidence on the £5 billion Warm Homes Fund, drawing on three years of NRH insight.
On 24th March, the Department for Energy Security and Net Zero (DESNZ) launched an open call for evidence on the Warm Homes Fund: innovative finance for investments and loans.
About the Warm Homes Fund
The Warm Homes Plan allocates £5 billion of capital investment to a future Warm Homes Fund. The government will repay this investment over time, and it should return money to taxpayers. It is also exploring how to invest alongside private finance.
The call for evidence will help shape the design of the fund, including how it operates, what it offers, and who it should support.
What our response covers
Our response focuses on the areas most relevant to the NRH mission and network. It brings together insight from three years of NRH work. We shaped it through dedicated workshops with our Board, Advisory Panel, and Community and Place-Based Cross-Cutting Theme groups. The response reflects contributions from across these groups.
It also draws on our published research, guidance and policy recommendations, including Policy Recommendations for a National Retrofit Workforce Strategy, Understanding Demand for Retrofit, and Guidance for Developing a Place-Based Retrofit Strategy.
Respond before 1 June
The call for evidence closed on 1st June. We encouraged anyone in our network with an interest to respond, and we hope our response offers useful insight and a starting point for others engaging with this important consultation.
