Measuring Outcomes & Impact Evaluation: Innovator Profiles.

Innovator Profiles

Measuring outcomes and evaluating impact is critical if we’re to deliver retrofit that is scalable, equitable, and rooted in real-world benefits. That’s why we’ve developed the Innovator Profiles – a curated set of five leading models that are already shaping the way retrofit outcomes are measured across the UK.

These profiles showcase practical, tested frameworks designed to track social, environmental, and economic impact. Including social value, carbon savings, place-based co-benefits and financial mechanisms, these models offer valuable insights for anyone looking to implement or improve retrofit programmes.

The Innovator Profiles include:

Build Upon Framework – UKGBC & Leeds Sustainability Institute

TOM System – Social Value Portal

Retrofit Credits – HACT

UK Cobenefits Atlas – Edinburgh Climate Change Institute

These profiles are for practitioners, policy-makers, local authorities, and delivery organisations who want to take a more structured, outcomes-focused approach to retrofit.

Whether you’re shaping local strategy, securing funding, or designing delivery programmes, the Innovator Profiles provide a starting point for learning, adapting, and applying what works. By sharing what’s already being done, we can build confidence, foster collaboration, and accelerate the uptake of effective measurement practices across the sector.

Explore the profiles. Learn from innovators. Help shape best practice.

Get in touch with the innovators if you’d like to consider using or developing these frameworks.
