ACE-R – Support for Minimum Energy Efficiency Standards Enforcement.

ACE-R, with support from the MCS Foundation in 2023, supported Local Authority officers and landlords with training and guidance on Minimum Energy Efficiency Standards (MEES) regulations, energy efficiency measures and low carbon heating options.

They found a clear need for upskilling and awareness raising within Local Authorities. However, other barriers to MEES enforcement included resource and funding challenges, and unclear duties to enforce. ACE-R also identified a need for protocols and procedures, with clear roles and responsibilities, within Local Authorities to support enforcement.
